JOB TITLE:
Business Program manager
Primary objective of the job:
The primary objective of this role is to ensure operational excellence in key projects such as CARCIP and other significant government contracts within the South West Indies markets, St Lucia, St Vincent, Grenada and Dominica. This role involves overseeing the operations and maintenance of fibre infrastructure and all endpoints within government sectors and the connected system across participating countries. The ideal candidate will be responsible for liaising with stakeholders in each government, regulatory bodies, and internal teams to ensure compliance with all obligations outlined in agreements, and to identify opportunities and support on the consultation process for potential new business. This position requires a proactive individual who can also assist governments in advancing their digitalization journeys.
Main Duties and Responsibilities:
- Oversee the general operations and performance of fibre infrastructure and endpoints within government and other sectors in CARCIP participating countries, and Dominica.
- Serve as the primary liaison between Digicel, government stakeholders, regulatory bodies, and other relevant parties in each country.
- Ensure strict compliance with all obligations laid out in the CARCIP agreement and similar agreements with the Government of Dominica, including regular meetings, reporting requirements, and project milestones.
- Coordinate and facilitate stakeholder meetings, workshops, and training sessions to align project objectives, deliverables, and expectations.
- Provide strategic advice and technical assistance to governments on digital transformation initiatives, helping to plan and implement next steps in their digitization journey.
- Collaborate with internal teams, including technical, legal, and financial departments, to ensure project alignment with corporate objectives and compliance with regulatory standards.
- Monitor project progress, identify risks and issues, and implement corrective actions to ensure successful project delivery within time and budget constraints.
- Foster strong relationships with all stakeholders, promoting Digicel's role as a key partner in regional digital development.
Academic qualifications and experience required for job:
- Bachelor's degree in Telecommunications, Computer Science, Business Administration, Project Management or a related field.
- Minimum of 5 years of experience in telecommunications, ICT, or related sectors, with a focus on infrastructure projects and government liaison.
- Proven track record of managing large-scale projects across multiple countries or regions.
- Strong understanding of the Caribbean telecommunications regulatory environment and experience working with government bodies.
- Excellent communication, negotiation, and interpersonal skills, with the ability to engage and influence stakeholders at all levels.
- Fluent in English, with proficiency in other languages being an advantage.
- Strong analytical and problem-solving skills, with a hands-on approach to project management.
- Willingness to travel within the Caribbean region.
