Primary objective of the job:

The OSP Manager is responsible for the end-to-end management of Outside Plant (OSP) operations for Fiber-To-The-Home/Business/Site (FTTX) networks. This role ensures that all FTTX projects are delivered on schedule, within budget, and in compliance with quality, safety, and industry standards. The OSP Manager provides leadership to a team of OSP engineers, Fiber contractor performance, and serves as a key interface between the FTTX project team, Agencies, clients, and the community.

Main Duties and Responsibilities:

  • Ensure that as-built drawings, Splice registers and other related documentations for project are provided to owner upon completion of construction for each segment
  • Provides clear direction to team members and distributes workload to capitalize on individual and group strengths while ensuring balanced exposure to work experience and development opportunities
  • Ensures site safety and environmental standards are met or exceeded
  • Achieve or exceed project schedule commitments within the financial targets; tracks, reports and communicate project progress including resolving and providing solutions to any project roadblocks
  • Provides strong leadership to construction team members, capitalizing on individual and group strengths
  • Provides early communication on potential due date, interval and/or budget slips to project unit leadership; participates in project meetings and effectively supports the overall project effort; supports owner meetings as necessary
  • Ensure the O&M Contractor responds to and repair outages from Network Operations Centre (NOC) pertaining to the FTTX Network
  • Recommend specific training requirements to appropriate personnel as related to the OSP Fibre Operations
  • Ensure sufficient resources (Fiber infrastructure, Electronics, ports, etc.) are allocated to Mobile, Digicel Business and D+ when planning and implementing projects.
  • Together with the legal representative, work with local government agencies to secure all necessary permits, right-of-way and approvals for project construction.
  • Manage RFP processes, bid walkthroughs and contactor performance to ensure adherence to contractual specifications.
  • Conduct regular site visits and inspections of aerial fiber installation including splicing and testing (OTDR/Power, etc.). 
  • Conduct periodic inspection of D+ Service delivery installations to ensure compliance with international best practices for quality and workmanship.
  • Ensure all OSP Engineers and Contractors adheres to all internal SHEQ policy and safety standards.
  • Any other related duties that may be assigned from time to time

Academic qualifications and experience required for job:

  • Bachelor’s degree in Engineering, Telecommunications, ICT or related field
  • Certification in Fibre Optics (FTTH or FTTP)
  • A minimum of 5 years’ experience in the fibre optic cabling business/environment/including maintenance, repair and/or recovery
  • In-depth working knowledge of Fibre Optic (FTTH, GPON and DWDM) networks
  • Strong experience in all aspects of Fibre Networks of outside plant deployment, specifications and industry standards
  • Good knowledge of access technologies
  • Previous experience of supervising teams out in Field Operations is an advantage 
  • Experience in using power measurements, OTDRs and other fiber testing tools.
  • Experience in both buried, direct buried and overhead cabling methods 
  • Working Knowledge of CAD and GIS is a distinct advantage
  • Advanced knowledge of the design, maintenance and recovery of fibre optic networks.
  • Knowledge of the standards, materials, techniques and equipment used in the installation, maintenance, and repair of OSP fiber optic facilities
  • Working Knowledge of fiber optic transmission
  • Knowledge of ICT (Information and Communication Technology) policies, procedures and regulations
