Job Title: Head of Procurement and Supply Chain

 

 

 

Primary objective of the job:

 

 

The Head of Procurement and Supply Chain is responsible for developing a strategic approach to the procurement and supply chain management process whilst leading all procurement efforts to effectively and efficiently enable functions to maximize the value they receive from suppliers to achieve their objectives.

He/she will work with each business unit to lead centralized direct and indirect sourcing and procurement efforts which includes working with the functional heads from initial need identification to final goods or service delivery. The process starts with demand management that then drives supply analysis/strategy, supplier identification, sourcing, contract negotiation, delivery planning and monitoring, purchase execution, warehouse management and then ongoing performance management and improvement.

The Head of Procurement and Supply Chain will also be responsible for developing and/or updating procurement policies and procedures that will drive best practice, spend under management, set compliance standards and add value and efficiency to the organization.

 

 

Main Duties and Responsibilities:

 

 

  • Development of organizational procurement strategy.
  • Identification and realization of cost-saving and cost-reduction opportunities.
  • Oversee and execute an on-going program of category management and strategic sourcing.
  • Manage current procurement policies, procedures and programs with a focus to enhance organizational value and efficiency; implement new/revised policies, procedures and programs as needed.
  • Develop negotiation strategy and act as chief negotiator for complex or high value contracts.
  • Optimize procure-to-pay and contract management workflows.
  • Develop and oversee effective supplier relationship program to create a robust and reliable supply chain.
  • Oversee logistics and inventory model to ensure lean inventory value, stock availability and optimized warehouse capacity.
  • Lead a strong procurement team fostering performance excellence through clear direction, motivation and performance management.
  • Optimize Department Budget to accomplish organization targets.

 

 

Academic Qualifications and Experience Required:

 

  • A completed Bachelor's Degree in a related field required. MBA or advanced degree preferred.
  • Ten (10) years' experience in procurement, supply chain, manufacturing, or related field required.
  • Must have successful and progressive management experience.
  • Strategic thinking - capable of sharing and driving people towards a vision.
  • Must be skillful at influencing decisions and opinions, negotiating, and building consensus.
  • Experience in and with the mobile telecommunications sector would be considered a valuable asset
  • An acceptable combination of academic qualifications and work experience may be

considered in lieu of minimum requirements

  • Working knowledge of finance, financial analysis and/or accounting in terms of budgeting, cost management, financial accounting, treasury, risk management.
  • Demonstrated project management skills
  • Experience with modern sourcing and procurement systems
  • Demonstrated data analysis capabilities and strong negotiation skills
  • Contracting skills and demonstrated knowledge of standard contractual terms and conditions to mitigate legal risk
  • Demonstrated knowledge of applicable laws and regulations
  • Conflict management experience
