Primary objective of the job: 

 

The Market Procurement Specialist will be responsible for managing supplier relationships, ensuring transparent execution of the procurement process and negotiating the company’s purchasing agreements to achieve maximum value for money. This includes collaborating with stakeholders to establish demand, optimizing buying channels, and identifying and researching new sources of supply. The specialist must ensure compliance to procurement standards and best practice.

 

Main Duties and Responsibilities:

 

  • Liaise with internal stakeholders to develop forecast, plan, review and adjust procurement strategy in support of company requirements
  • Research and pre-qualify new sources of supply as needed to mitigate supply chain risk while managing existing supplier performance and feedback to drive competitive pricing, adherence to quality and best payment and delivery terms
  • Execute sourcing process using the 40/40/20 approach, ensuring all requirements included to facilitate fair and accurate comparisons
  • Build and lead execution of negotiation strategy with suppliers in collaboration with key stakeholders to obtain the best value for money
  • Identify opportunities within and across categories to optimise the buying channels with aggregation, standardization or consolidation of repeat spend into framed agreements
  • Develop terms and conditions for supplier agreements in support of market needs, analyze, determine and stipulate flow-down and flow-up terms and conditions between markets and supplier agreements when procuring goods and services
  • Apply government requirements; understand the use of government regulations as they apply to procurement and contracting processes
  • Maintain effective and relevant import/export activities and support in relation to purchasing and distribution requirements
  • Coordinate inbound and outbound flow of materials within the warehouse, maintain effective inventory tracking mechanisms and manage efficient inventory levels to meet targeted days of inventory
  • Execute activities to enhance staff education on procurement requirements and provide controls for enforcement of best practices as per the Procurement Standard
  • Engage with direct reports and market procurement representatives to enhance overall skill level, team effectiveness and build/maintain individual development plans as appropriat

 

Academic Qualifications and Experience Required:

 

  • 3+ years’ experience within a Services Procurement environment, ideally within an international context covering multiple categories of expenditure
  • Managed 3rd party relationships, strong Vendor and contract management skills
  • Ability to lead cross functional teams across the Procurement lifecycle
  • Supervisory experience is essential
  • Knowledge of Procurement/Supply Chain systems, processes and best practice

  • Problem-solving and critical analysis – a drive for results with a sense of urgency, able to analyse challenges while exploring all possible solutions and scenario outcomes
  • Project management – the ability to work with multiple stakeholders, to plan ahead, delegate, evaluate progress and take course correcting measures
  • Communication – Excellent oral and written abilities are needed to build and sustain supplier relationships and present strategy or outcomes to senior management
  • Sourcing and Negotiation – experience executing sourcing strategies and leading supplier engagement in negotiating favorable terms
  • Able to constructively challenge both internal stakeholders and suppliers to drive the optimum outcomes for Digicel, leveraging both your domain experience and personal approach
