Primary objective of the job: 
The Spectrum Policy Manager will play a critical role in managing Digicel’s spectrum policy and strategy across its operational markets. This position involves developing, coordinating, and advocating for policies and strategies to optimize the company’s spectrum holdings, ensuring compliance with regulatory requirements, and supporting the company’s business objectives. The Spectrum Policy Manager will engage with regulators, industry groups, and internal stakeholders to position Digicel as a leader in effective spectrum management.

Main Duties and Responsibilities:


Spectrum Strategy and Policy Development
•    Develop and implement spectrum strategies to align with corporate objectives and operational needs
•    Monitor and analyze global and regional spectrum policy trends, ensuring the company adapts to regulatory and technological changes
•    Advocate for company positions on spectrum-related matters, including through industry consultations and submissions


Regulatory Engagement and Advocacy
•    Build and maintain strong relationships with regulators, government agencies, and industry stakeholders on spectrum issues
•    Represent the company in regulatory and industry forums related to spectrum policy and management
•    Lead the preparation of submissions and responses to spectrum-related regulatory consultations and requests


Spectrum Management and Compliance
•    Oversee the efficient utilization and management of the company’s spectrum assets, ensuring compliance with regulatory requirements
•    Work with technical teams to ensure proper monitoring and reporting of spectrum usage
•    Support the Deputy GC Regulatory Affairs and Head of Regulatory Affairs in participating in spectrum auctions, securing spectrum allocations and negotiating spectrum licenses and renewals
•    Collaborate with technical and commercial teams to ensure spectrum policy aligns with operational and market needs

 

Academic Qualifications and Experience Required:
•    Bachelor’s degree in Engineering, Law, Public Policy, Economics, or a related field
•    At least 5 years of experience in spectrum management, telecommunications regulation, or a related role
•    Strong understanding of spectrum policy, licensing frameworks, and related regulatory requirements
•    Excellent written and verbal communication skills, including the ability to draft persuasive advocacy materials
•    Strong analytical and organizational skills, with attention to details
•    Proven ability to build relationships with regulators and other stakeholders
•    Experience working in the Caribbean or Latin American markets
